A tutti i Registrar,

vi informiamo che, a seguito dell'approvazione della manovra finanziaria e dell'entrata in vigore dell'IVA al 21% a partire da sabato 17 settembre 2011, il Registro .it applichera' le seguenti condizioni inerentemente la fatturazione dei nomi a dominio nel .it:

- tutti i versamenti per i quali e' gia' stata emessa fattura in data antecedente alla mezzanotte di venerdi 16 settembre, manterranno l'IVA al 20%;

- tutti i versamenti per i quali non e' stata emessa fattura in data antecedente alla mezzanotte di venerdi 16 settembre, saranno soggetti all'IVA al 21%.

Saranno frequenti, pertanto, casi in cui un Registrar disponga di versamenti con IVA al 20% e versamenti con IVA al 21%. In tali casi, il sistema di fatturazione tendera' ad esaurire prima quei versamenti la cui IVA e' al 20% per passare poi ad intaccare quelli con IVA al 21%.

E' naturale che negli ipotetici casi di operazioni pendenti (come ad esempio quelle in cui la fase di addebito non e' contestuale con la fatturazione ma quest'ultima avviene solo al completamento dell'operazione stessa - ad es. operazione di registrarTrasfer, rinnovo di un nome a dominio,...), si potranno verificare aggiustamenti dell'importo dell'operazione in funzione dell'IVA da applicare al momento della conclusione dell'operazione.

Vi informiamo anche che, ad oggi, il Sistema Informativo di Gestione delle Linee di Attivita' (SIGLA) gestito dalla sede centrale del CNR e' in corso di aggiornamento e che pertanto, il Registro .it non potra' emettere nuove fatture fintanto che il CNR non ne dara' comunicazione agli istituti.

Al fine di non provocare disservizi ai Registrar, saranno, in ogni caso, accettati nuovi versamenti (tramite bonifico bancario e carta di credito) per i quali sara' emessa fattura successivamente.

Vi informiamo infine che oggi, alle ore 16:30, sara' effettuato un restart dei server EPP epp.nic.it e epp-deleted.nic.it al fine minimizzare gli eventuali momentanei aggiustamenti degli importi delle operazioni.

To all Registrars,

we inform you that following the approval of the financial bill and consequent entry into force of the 21% VAT rate, from Saturday, September 17, 2011, the .it Registry will apply the following provisions concerning .it domain names invoicing:

- all payments that have already been invoiced before midnight of Friday September 16, will maintain the VAT at 20%;

- all payments that have not been invoiced before midnight of Friday September 16, will be subject to the 21% VAT.

Therefore, cases in which a Registrar has payments with both VAT at 20% and at 21% will be frequent. In such cases, the invoicing system will exhaust first the payments with VAT at 20% and then move on those with VAT at 21%.

It is obvious that, in the hypothetical case of pending operations (such as operations in which the charging phase is not contextual to the invoicing phase, but this is only at the completion of the transaction - for example a registrarTrnasfer operation, a renewal of a domain name,...), adjustments concerning the cost of the operation, may be applied according to the VAT, at the conclusion of the operation.

We also inform you that, the Billing Information System (SIGLA) managed by the CNR headquarters, is being updated, therefore the .it Registry will not have the possibility of issuing new invoices as long as the CNR does not give notice to the Institutes.

In order not to cause any disservice to the Registrars, new payments (bank transfer and credit card ) that which will be invoiced later, will be accepted.

Finally, we inform you that today, at 4.30 p.m., a restart of the EPP servers epp.nic.it and epp-deleted.nic.it will take place, in order to minimize any temporary adjustments in the amounts of transactions.
