A tutti i Registrar, si fa presente che da questo momento e' possibile perfezionare il contratto Registrar 2019-2022, che si configura come un contratto per adesione ai sensi dell’art.1341 cod.civ. concluso tramite scambio per corrispondenza, quindi con distinti atti di proposta e accettazione. Sul sito del Registro .it e' resa disponibile la proposta a contrarre (https://www.nic.it/it/doc/2019/proposta-contrarre-la-registrazione-dei-nomi…), che avendo la forma di offerta al pubblico ai sensi dell’art.1336 cod.civ. assume rilevanza formale e sostanziale perche' firmata digitalmente in ogni sua parte dal Direttore dell’IIT – Registro .it e resa univoca dal protocollo n. 0002869 del 08/04/2019. Siete, così invitati a scaricarla, prenderne visione e nel caso in cui sia Vostra intenzione perfezionare il contratto, vi chiediamo di provvedere a inviare l’accettazione della proposta, che si configura come una duplice, autonoma e sostanziale identica riproduzione documentale della proposta. I relativi e diversi diritti e obblighi delle parti scaturiscono dall’incontro delle volontà, ossia all’avvenuto compimento dello scambio dei due atti unilaterali. I passi da seguire per la conclusione di un contratto Registrar sono: 1. Scaricare, visionare e conservare la proposta contrattuale firmata digitalmente dal Direttore del Registro .it; 2. accedere al form online (https://www.nic.it/reg-pm/accettazione2019/contrattoRegistrar.html) per la compilazione guidata dell'accettazione della proposta; 3. i Registrar già accreditati ed operanti dovranno loggarsi con le proprie credenziali; 4. compilare e verificare la correttezza dei dati nell'accettazione della proposta generata; 5. scaricare il file pdf contenente l’accettazione della proposta senza alterarne il contenuto; 6. sottoscriverla digitalmente, a cura del legale rappresentante dell'Organizzazione Registrar, con firme digitali figurative PADES (Registrar italiani e stranieri in possesso di firma digitale qualificata) oppure sottoscriverla con firme olografe (Registrar stranieri o italiani non dotati di firma digitale qualificata); 7. l’accettazione della proposta firmata digitalmente dovrà essere inviata tramite PEC (Registrar italiani) all'indirizzo registro(a)pec.nic.it oppure via email normale all'indirizzo hostmaster(a)nic.it. (Si fa presente che sia nell’invio con Pec sia con email normale l’accettazione non può contenere firme scannerizzate). The 2019-2022 Registrar Contract is set up as Standard Contract, in accordance with Article 1341 of the Civil Code, which is concluded by exchange of mail, with separate act of proposal and acceptance. The proposal to contract is available on the Registry. it web site (https://www.nic.it/it/doc/2019/proposta-contrarre-la-registrazione-dei-nomi…). The proposal is set up in the legal form of the public offer, in accordance with Article 1336 of the Civil Code. The proposal assumes a formal and substantial relevance as it is digitally signed by the Director of IIT - Registro .it and registered with the unique protocol number 0002869 dated 08/04/2019. Please download the proposal and have sight. If your intention is to finalise the upon mentioned contract you need to send the acceptance, which is considered a duplicate copy as an authentic reproduction of the proposal itself. The rights and obligations of both parties arise from the willingness to enter into contract, that corresponds to the completion of the exchange of the two unilateral acts. The steps to follow to finalise the Registrar Contract are: 1. download, examine and store the proposed contract which is digitally signed by the Director of Registro.it; 2. access the online prefilled form (https://www.nic.it/reg-pm/accettazione2019/contrattoRegistrar.html)for the acceptance of the proposal; 3. Registrars already accredited have to access with its own credentials whilst new users have to access as a new Registrar; 4. fill in and verify the accuracy of data in the acceptance of the generated proposal; 5. download the pdf version of the acceptance of the proposal without altering its contents; 6. undersign the proposal with figurative PADES electronic signatures (Italian and foreign Registrars who possess a qualified electronic signature) by the legal representative of the Registrar Organization, or undersign it with holographic signatures (Italian and foreign Registrars who do not possess a qualified electronic signature); 7. the acceptance of the digitally signed proposal must be sent via PEC (Italian Registrars) to registro(a)pec.nic.it or via email to hostmaster(a)nic.it. Please note that the acceptance, sent via Pec as well as via email, cannot contain scanned signatures. A tutti i Registrar, vi informiamo che oggi, 2 aprile 2019, nella sezione “Moduli e Doc” del sito web del Registro.it, è stata pubblicata la versione 2.5 delle Linee Guida Tecniche: https://www.nic.it/it/doc/2019/gestione-delle-operazioni-sincrone-sui-nomi-… Le principali modifiche presenti nelle nuove Linee Guida Tecniche sono le seguenti: - campo ConsentForPublishing: il consenso alla pubblicazione dei dati personali è consentito soltanto ai Registranti persone fisiche e ai contatti di tipo “admin” e “tech”; - revisione di alcuni paragrafi relativi al “modulo di registrazione”, in accordo alla nuova informativa relativa al trattamento dei dati; - previsione di un nuovo messaggio (“Oggetto: 10307 - Nuova registrazione del nome a dominio <nome del dominio>”), che il Registro invierà ai Registranti diversi da persona fisica, per posta elettronica, contestualmente alla registrazione del nome a dominio; - revisione del messaggio ("Oggetto: 10300 - Nuova registrazione del nome a dominio <nome del dominio>”), che il Registro invierà ai Registranti persona fisica, per posta elettronica, contestualmente alla registrazione del nome a dominio; - meccanismo del drop time: è stato previsto un giorno di pubblicazione in più per le liste con i nomi a dominio in cancellazione; - revisione dell’Appendice M, il Servizio Whois, in accordo alle nuove regole del consentForPublishing. A tutti i Registrar, desideriamo informavi che il nuovo sito del Registro e’ online. Questa nuova versione è stata pensata per offrire agli utenti una migliore esperienza d’uso: facilita' di navigazione, utilita' dei contenuti, un design moderno ed elegante. Grande rilevanza e' stata data allo strumento che e' in grado di rispondere velocemente ed esaustivamente alla domanda piu' diffusa tra gli utenti che navigano il sito: "il dominio che voglio registrare esiste gia'?". Il nuovo sito presenta nuovi contenuti informativo-didattici: video, web serie, digital Kit. Da oggi sono aperte le iscrizioni a tutti i corsi in programma quest'anno; le sedi scelte sono: l'Area della Ricerca del Cnr di Pisa per i corsi di maggio e giugno, l'Area della Ricerca del Cnr di Bologna a novembre e Napoli (sede da definire) a inizio dicembre. La lingua di lavoro dei corsi sara' l'italiano. I Registrar che non avessero ancora inserito, tramite il portale RAIN, il proprio Codice destinatario o l'indirizzo di posta elettronica certificata (PEC), sono pertanto invitati a provvedere al piu’ presto. A tutti i Registrar, a seguito della circolare n. 31 del 4 dicembre 2018 del Consiglio Nazionale delle Ricerche, si comunica l’introduzione del pagamento dell’imposta di bollo, che sarà assolta in modo virtuale, a seguito dell’autorizzazione n° 112274 rilasciata dall’Agenzia delle Entrate in data 20 luglio 2018. L'imposta di bollo, di importo pari a 2 euro, si applica alle fatture esenti Iva di importo superiore a 77,47 euro, che per il caso di specie sono quelle che riguardano i pagamenti effettuati dai Registrar stranieri. L’importo di 2 euro viene decurtato dalla cifra versata dal Registrar, il quale, a fronte di un versamento di x euro, vedra’ pertanto aumentare il suo credito di x-2 euro. Cordiali saluti, lo staff del Registro.it ============================================================================== Subject: Application of stamp duty to payments To all Registrars, following the circular n. 31 ofDecember 4 , 2018 of the National Research Council, we announce the introduction of the payment of stamp duty, which will be paid in a virtual manner, following authorization No. 112274 issued by the Inland Revenue on 20 July 2018 . The stamp duty, amounting to 2 euros, is applied to VAT exempt invoices for amounts exceeding 77.47 euros, which in this case are those concerning payments made by foreign Registrars. The amount of 2 euros is deducted from the amount paid by the Registrar, which, in the face of a payment of x euros, will therefore increase its credit by x-2 euros. The invoice will include the words "Imposta di bollo assolta in modo virtuale ex art. 15 del D.P.R. 642 del 1972 aut. n. 112274 del 20/07/2018".
